1. The new rule changes the classification starting point
Thailand FDA’s Food Division states that Notification No. 469 was published in the Royal Gazette on 18 May 2026 and took effect the next day. It repealed Notification No. 355 and treats food in hermetically sealed containers as food subject to prescribed quality or standards.
The Food Division’s classification page lists a sealed-container decision tree updated on 25 August 2026. A durian-purée developer should therefore start with the real formulation, process, container and storage facts—not a marketing name or package shape.
2. Sealed, ambient-stable and processed are not interchangeable
Food Division briefing materials explain the new definition through combined elements: heat before or after filling or sealing, or a similar microbial-control process; product pH above 4.6 and aw above 0.85; a container that excludes outside air; and storage at ambient temperature.
Those pH and aw figures are part of the official explanation, not measurements from any durian purée in this article and not a ready-made recipe for safety or shelf life. The actual product requires an appropriate method, sample design and technical assessment.

3. Sealed-Pack Process Evidence File: seven layers
This is an editorial information-control framework, not an official standard, scheduled process or Siam Diamond certification.
- Product & Formula Identity — ingredients, ratios, formula revision, particle size and changes that may affect heat transfer
- Measured Product Factors — sample method, instruments, calibration, pH and aw results, replicates and pilot-lot links
- Regulatory Classification — decision tree or ruling used, version, date, reviewer and assumptions
- Process Design — production sequence, filling or sealing point, equipment, critical variables and a qualified process authority where applicable
- Container Integrity — material, size, closure or seal, integrity verification and handling of leaking or swollen packs
- Validation & Verification — support for process conditions, batch records, deviations, testing and approval
- Label, Storage & Release — artwork version, storage statement, evidence-backed shelf life, Hold/Release status, approver and recall link
4. Codex provides context, not automatic compliance
Codex CXC 23-1979 is a hygiene code for low-acid and acidified low-acid foods in hermetically sealed containers. It provides useful context for scheduled processes, production control, records and container handling.
Citing Codex does not automatically establish compliance with Notification No. 469 or certify a factory’s process. Thai requirements must be mapped to the actual product and establishment, together with destination-market rules.
5. Evidence boundaries and brand claims
This article does not say every durian-purée formula falls within the sealed-container category; it sets no temperature, time, F0, shelf life or test method and makes no claim that Siam Diamond produces, sells or holds permission for such a product.
Before manufacture or sale, operators should confirm classification and requirements with the Food Division, establishment-licensing authority, process specialists, laboratories and destination-market authorities using the real product data.
