1. What the latest notifications change
Thailand FDA’s Food Division lists Ministry of Public Health Notifications No. 466 B.E. 2568 and No. 467 B.E. 2568 as effective on 12 December 2025. No. 466 replaces the annex to Notification No. 394 governing GDA format and conditions; No. 467 amends selected nutrition-labelling conditions under Notification No. 445.
This does not mean every durian snack uses one label route. Dried fruit, bakery products, confectionery, composite foods or foods carrying claims may fall into different details. Classification must start from the actual SKU’s formula, process, sales form and claims.
2. An old label may not represent a new formula or pack
Changing the proportion of durian, sugar, coconut milk, flour, fat, salt, additives or the ingredient supplier may change calculated values and the ingredient declaration even when the product name stays the same. Changing net weight or piece count may alter serving size, servings per container and values per package.
Making the pouch smaller is not merely a graphic-design task. Notifications No. 466 and 467 address, where applicable, clarity, position, background and type dimensions. Artwork must therefore be checked at actual printed size, not only while enlarged on screen.

3. Recipe-to-Label Evidence File: seven layers
This is an editorial information-control framework, not an official standard, licence or label approval.
- Product Classification — food category, legal scope, sales channel and documented rationale
- Controlled Formula — formula code and version, ingredients, raw-material specifications, manufacturer and approval date
- Serving & Pack Definition — serving, servings per container, net weight, piece count and SKU relationship
- Nutrition Data File — source, calculation or analysis method, laboratory, sample, units, rounding and reviewer
- Label Requirement Matrix — mandatory text, nutrition, GDA, allergens, claims, language and space
- Artwork Proof — master file, version, date, actual print size, background, legibility, barcode and approval
- Change & Release Record — change, impact, decision, print proof, approver, packaging lot and start-use date
4. Calculation, analysis and verification are separate
Calculation from databases or ingredient data can create traceable estimates when the source and formula align. Laboratory analysis represents the defined sample and method. Each has scope and uncertainty, so the approach should match the food type, risk and applicable requirement.
Before print release, trace each displayed value back to serving, pack, formula and data source. Check that nutrition and GDA values use a consistent basis, and do not transfer one SKU’s result to another without documented justification.
5. Evidence and claim boundaries
The English documents for Notifications No. 466 and 467 on Thailand FDA’s site state that they are unofficial translations and that the formally adopted Thai text has legal force. Manufacturers should confirm the current requirements with the Food Division, regulatory specialists and the responsible authority before production or printing.
